If it has a closet it could be USED as another bedroom, although you may not be able to classify it as a bedroom or advertise it as such because of subdivision/city or county/state requirements or possible restrictions.

I my opinion, it just depends on what the creator had in mind. As a sales person for new homes, I found that the builders would call rooms different things to see what sold better. Is it a family room or a great room? Don't add a closet to a bedroom and it's an office! Don't get to hung up on the names, but look at how they will be used. Family rooms are generally near the kitchen, offices are not......
