Hi Pallenco: Boulder has some pretty serious green building regulations in place that may not have existed when the house was built. A good place to get advice is the Colorado Green Building Guild, which was founded and continues to be located in Boulder. The link below takes you to a page that will help you find professionals with the answers you need.

You should talk to Kevin Miller at Daystar Enterprises in Longmont. They do excellent work. They finished my basement and I couldn't be happier with their work.

The quick answer is $170 - $200 per square foot minus the cost of land.

A good architect/builder can help with this. Check out the Resources page on my website for a list of well respected architects and contractors.
