It sounds like you're going to have to tow the line. You have recorded documents (CCRs) that should direct what the appropriate steps are. Start by reviewing your documents. Minimally, you can petition all the owners in compliance asking the negligent parties to get the work done by a specific (and reasonable) dealine. All of your communications should be in writing and sent certified mail. If there are no clear instructions you may want to consult a real estate attorney. Maybe for a small fee you can have the attorney write the letter that will accompany a copy of the CCRs with the specific content referenced. I'm afraid you are your own homeowner's association.
