how do i find out if i can build a duplex in my lot?

I just called the Tax Assessor in Avalon and confirmed that if you are in the 200 block of 25th Street, you need to have a 50'x110' lot to build a duplex. If you are on a 40'x110' lot you can build a single familt home, but would need a variance to build a duplex. Please let me know if I can help in any other way.
FIRST ANSWER
AV City Hall. The Clerk should be able to get you to the zoning official.
