With rearrangement of both plumbing and electrical, you would need a permit....but best to check with your building and codes enforcement of the city......a state licensed contractor should know the answer, but checking with the city would certainly build your confidence level in the contractor!

You highly likely need a permit in order to build a bathroom. You can check with your local building department if you want to be sure.

Go down to the NYC DOB and ask them. They host a Homeowners night every Tuesday where you can go to ask questions. I had question on a home I was buying and they were able to answer them. They were very nice and did not ask for the property address. I live in Queens as well and went to one on Queens Blvd. Below is the info from the DOB website:

Homeowners’ Night
The Department hosts weekly informational sessions for residents to meet with Department representatives. Homeowners’ Night is every Tuesday night from 4:00pm to 5:30pm at each borough office.

Your contractor may have been speaking from his point of reference.

Having the work done to code may not be a big issue for you but to the buyer down the road, insurance inspector, and the code emforcement department, it could be a very big issue......

It's not worth taking the chance. Call your municipal building and get accurate information and do the job correctly.

Permits are issued to make sure the work is done right. Rule of thumb: Can this be done wrong? Of course you or you will suffer later, but check with the Building Dept. in City Hall.
