Many Contractors make themselves responsible for getting the Permits: If inspected, they could lose their license for not doing things properly:
Is it possible that he is carrying them around?

On the county where property is located. Usually planning and zoning and look for permit by property folio number.

Permits does not have to be posted. It should be present at the time of the re-inspection of the condo.
