Anything that is an eyesore can be a detriment to your home value but an above ground pool that is done well shouldn't affect you at all. If they don't do a good I'd be true to your log in name and add a beautiful tree line on your property to block the view (maybe a privacy fence as well). On the other hand, I'd become their friend and participate in their pool parties where I might make suggestions as to how they could landscape and deck their pool to add to THEIR property value in the future. If it's really great it could actually help your property. Good luck and hope you get to enjoy their investment too.

The only way I can see your neighbor's above ground pool effecting the value of your home is if you can see it from your property. If it is an "eye sore" then it may have some baring on the marketability and desirablility of your home, therefor lowering it's value. If you can't see it, then I wouldn't worry about it. If your neighborhood had deed restrictions I would check them to make sure above ground pools are allowed.
It shouldn't really effect you unless they just do a horrible job of installing and maintaining it. It's like anything else (paint, deck, landscaping) Unless you're trying to sell your home right now, it won't effect your home value at all.
