Is a just >$30 kitchen remodel and floor plan update worth the investment in a 2 bedroom 1 bath house in an affluent rural retreat in Northwest CT?

Updated kitchens and baths are most generally sound investments, particularly when you're able to accomplish a renovation within a reasonable budget. When making renovations with an eye for resale within the near future, 'clean' and 'generic' should be kept in mind. Keep your lines clean and your permanent colors generic. Walls can be painted, wallpapered or decoratively enhanced to draw interest. Changing a floor plan requires a bit more thought and planning - what are you looking to accomplish with the change - more living space? less formality? Does the renovation suit the house?
Most buyers want to personalize their new home - starting with a basic, updated foundation is a huge plus. At any rate, you can enjoy the enhanced space while you market your home - and I believe that is a good goal!

Will the owner enjoy it during the years they will live there?
If yes, then they will have received FULL value.

While I'm not sure of how you intend to finance your remodel, please be aware that there are many cost efficient financing options which would allow you to bypass having to liquidate your bank account. With the costs of quality renovations, it's always a smart idea to have all options on the table with regards to financing so you can make the most educated decision in your best interest. Our area here in NW CT varies by town. Can you be more specific? Remodeling an outdated kitchen is always a good place to invest money in a home.

The fact that you are considering this with only 2 bedrooms and one bath could be problematic.....most buyers of these types of homes are seeking 2 bath. By being minimal you could be minimizing your potential buyer pool....
