If I am a homeowner,can I pull a permit to put up a fence myself?

In most municipalities you can pull your own permit as Builder-owner if the value of the work is less than $2500,however, if it involves electrical,plumbing,mechanical or roofing then you will still need a subpermit from a contractor licensed in those disciplines.

Yes you can,However make sure the fence materials and proper installation meets code. Since you are pulling a permit,an inspector still has to drive by and sign off on it.
