If you are in the City of Chico, go to the building department and tell them your situation. They may be a little sympathetic since the previous owner did the un-permitted work. I hope you purchased it at a low price because there will be some expenses to get permits and perhaps expenses to correct any problems.
Since you live south of Chico, you are probably in the County and would need a county assessor to come out and inspect your home and tell you what you need to do to bring it up to code. Once you complete the necessary changes they would need to re-inspect your home and issue a retro-active permit. Hopefully, whoever did the remodel did it up to code. Good luck!
I actually live south of chico. It's a long story tragic. House was remodeled major w/o permits. Cw gave me loan privy to that refinaced it with another company. I have no faith in well..... in the county to be helpful. Just wondering what I can do. Thank you you have all been helpful.

Was the house built with no permits at all? Or were modifications done to the home without permits? I don't know of any lenders that would lend on a home with no county records. There are a few very old homes in Chico that were built before permits were established.
To answer your question I would need to know how old the house is, and whether it is in the city or county. If your zip code is 95926, it has probably been annexed into the city even if it was previously in the county.
Which complicates the issue more. In many cases, when a house was in the county, and then annexed into the city, the city accepts some of the existing conditions.
Bottom line, a conversation with the city (or county) building department would be the best place to get answers. The city building department is on the second floor of the city complex downtown. The city planners are very helpful.
The city building is between 4th and 5th streets, near Main, the building with the "praying hands" art in front.
Hi Paul, first I would find under what jurisdiction the home falls under, city or county. Then, make contact with the appropritate permitting office and share your situation to learn what will have to take place to bring the home up to code.
