How can you buy a home if someone is living there?

The home next to me was up for sale, but everytime we got money together all of a sudden someone moved in. This has been going on for at least 5 years. Now if I have cash money to just buy the house at a etter price than they were selling it, how do I do it. The owner n the brt website doesn't exist, the guy that is supposedly the owner its like catch him f you can.

I assume those that moved in are tenants. You can buy the home subject to their tenancy. In my opinion, homes with tenants are a bit harder to sell and command somewhat less money. Yours could be an exception.
