The inspector should have nothing to do with Pricing or pay.
That being said- if you are the owner or Agent of the property- and engage the inspector in discussion - yes they can answer the question- under the guise of friendly conversation.
The Inspectors' answer should be taken with a grain of salt however - due to the following reasons:
1)The inspector has a relationship (such as a friend, buddy, neighbor, cousin, brother, fill in the blank) with a competing contractor- this would be unethical- to render a disparaging opinion.
2) The inspector has had a conflict with the onsite contractor- in which case their opinion would be suspect. What if that Contractor had lodged a complaint against the inspector or other member of that city's inspection crew previously?
The inspector should not be doing this in any case- so as to retain impartiality, but it is not illegal.
A building inspector can say anything they want, however, it may be a conflict of interest in this case. You would have to determine their motives for stating what they did.
An inspector is a representative of a city entity. They are subject to the rules that govern them in that jurisdiction. If this has occurred, you may want to submit a grievance to the department that they represent.
Here in Los Angeles, Building Inspectors have gotten transferred, disciplined and/or fired from their positions for unlawful actions, mostly for taking bribes. People have reported them to the proper authorities.

This being America and a country of free speech anyone can say just about anything unless it's on air or in an airport.
The reality is there is a lot of non-professional people out there doing their jobs without pride or enthusiasm.
You could always sue them, file a complaint to their boss or ignore it.
I would let it go and move on knowing the inspector is doing a poor job.
One thing I always tell my clients is an inspectors job is to find problems and report them, that's all.
Not to make suggestions or give their personal opinions.
