I cannot answer your question directly, but would like you to be aware of an FHA program that allows you to finance some rehab into your mortgage. The program is an FHA 203K or 203K streamline. It has competitive pricing and is not too cumbersome. I do not know of lenders in your area, but if you have trouble locating the grant money, this may be an alternative to investigate. Good Luck.
