Your Realtor an experienced Buyers Agent will try everything possible and so will the Inspector to determine what the house / basement shows, what the current sellers state in the sellers disclosures about the home, any signs of earlier flooding or seepage, and the Realtor will also be able to explain or get professionals to double check the current situation of a home......
So please a home purchase is a large expense, and there will be always maintenance and repairs
