I understand your concern for your family although it was your responsibility (and your agent should have also encouraged you) to have a home inspection as well as cite the issues such as this as a contingency to buying your home. This would have protected you, and the health of your family members. This is a very crucial issue when you are considering purchasing an older home....and especially a 100 year old home!
You now own the home and the issue of the paint at this point. You are responsible as a buyer to do "due diligence". If you were looking into purchasing a 100 year old home, and you have children with medical issues, you should have done your research. I also assume that you were aware of the issue with the paint in the disclosures you received from the seller. This would be the only point of concern and "hole" in the fact that you are ultimately responsible.
If you did not receive a disclosure about the paint from your seller, you may have a litigious option. Speak to an attorney, as only they can give you legal advice.... more

The appraisal appreciated the home at 94% in 4 months based on the unpermitted improvements done, as well as comps. Seller bought house for 100,000 is selling for 189,900 and it was appraised at 197,000. We offered the full asking price as recommended by our agent. We feel the appraisal is not correct, because we were told that when appraised the appraiser would not count the unpermitted areas as validation but the appraiser did. We are so confused. Leaning towards pulling out, waiting to hear back from our second opinion lender, he saw a lot of red flags we started from scratch with new lender for second opinion and we are having to pay for another appraisal, since our current lender obtained our current appraisal without having us sign the release for him to do so. Current lender states that's a RESPA violation.... too complicated to explain all here but things are not looking good for us. But hey you guys have been helpful in helping us see all of this.... more

Now in answer to your question.
Your price range is what I call the sweet spot. That is, there are a number of selections from with you will be able to choose, all within a 10 minute commute to LLU.
Areas of prime notation would be North east Redlands, in the 92374 zip code which contains fairly recently built homes (within the past 5-6 years) as well as those of an older vintage that are very well kept in great neighborhoods. Additional areas of interest could be several different neighborhoods on the south side of Redlands in the hills. These are usually older homes with a lot of character, plus they are a little pricer than the north east side.
The key question to be ansered would be; what are your housing requirements and desires? How many bedrooms, single story or 2? large yard or garden size? and size of home - square footage?

There is no way to rent to own at this time. Home values are dropping, no one is sure how much more they will drop a year from now. and usually the contracts for rent to own are from 1 to 2 years.
Talk to a direct lender (Bank of America, Wells Fargo, etc...) and see what your finances can afford you.
Work with a Realtor®, that way they can give you a refresh on todays real estate market.

You will find Redlands very similar to El Paso weather wise, but from there it is very different.
The best way to describe Redlands is to look at a Norman Rockwell picture of small town america of the 1930-40's. That's Redlands!! It is a wonderful, nuturing environment for kids, families get to know their neighbors on a first name basis - you have cultural activities and events as well as ability to participate through the University of Redlands, which is a private university of some 70+ years with its campus in the middle of town, and there are a number of cultural as well as community activities for all members of the family. Many of these are free or of a very low cost.
Redlanders pride themselves in their town and its surrounding environs. Redlanders will often seek to keep and do business in their town first before going outside to other shopping centers.
The Redlands Unified school district is nationally renowned for its academics for the kids. Every child is truely treated as an individual and each is cared for by their teacher by name. The academic standings of the Redlands school district is very well known and can be reviewed on their web site as to academic excellence and ranking with others in California and nationally.
You are only a short distance to the top of the mountains for winter activities and an hour or so from the beach.
Home pricing at the present time ranges from $245000 to $445000 for 3 or 4 bedroom homes in the size of 1400 to 3300 sqft. Many are designer, amny are vintage 1900 that have been totally redone - the outside reflects the early 1900's the interior reflects today.

If you signed the arbitration agreement on page 5 of your purchase agreement, then you will have to arbitrate. Usually though, you are supposed to go back to the negotiation table and try to work it out when an appraisal comes in lower. That's not that much of a difference really, of course, depending on the house, but you are allowed to have an appraisal review done if there is disagreement. They aren't going to be able to sell the home for a higher amount if that's what the appraisal came in at though. That's what it is always going to come in at for every buyer, unless there are comps that could support the higher price. Appraisers right now are being too liberal in appraising homes for far below what the market is actually doing, trying to keep up with the downward trend which I don't agree with if the most recent comps of the area justify a higher price.
However, maybe this was a sign that there is a MUCH BETTER home out there for you!!!! Try to stay positive!... more
