The winter hum is a vibration due to wind passing over the wires and has nothing to do with electricity. It is like the bow of a violin passing over the violin strings that then causes the oscillation. It happens any time of year but is more prominent in winter because the wires are more taut because they contract due to the cold and because the air is colder, and therefore less humid and therefore more dense. The distance to stop the hum is not far, maybe a block or two. The electric power hum is totally different and has many dangers and liabilities, so don't confuse the two.... more

Generally speaking you're correct. This could have to do with Water, Sewer, Electrical or Cable. Depending on which utilities and your requirements it can often be a good idea to get a cost estimate before moving forward with an offer. If electrical service is on the road in front of the house and you just need to connect it's a big difference in cost versus being a half mile from the nearest electrical service.... more
