The first answer is that I doubt it.
The second answer is that you should check with the Dept. of Building an Safety.
The main issue here is safety. The reason a garage does not qualify as a bedroom or apartment is that is was never designed as such, so it does not have the access, windows, doors, etc. that would normally be required.
And most cities require homes to have garages.

Although I have previewed homes that used the garage for living space, garage does not have fire and safety standard and legally it does violate the city code to make it living space unless you obtain permit and remodel it.
