Madison is city of over 200,000 people that is connected with other city's that overlap each other making it even larger. You have such towns like monona and sun prairie to the east and middleton and fitchburg to the west, just to name a couple.
The town center, or down town area where the UW campus and State St. are located at are easy to get to from either west or east side, but some locals think the Beltline on westside has to much traffice, depending on where you are from, the traffic is not bad at all. It's all relative.
Not knowing what price range you are looking at here are two articles for you to check out: You will notice that the East Side is more affordable. http://edynblog.wordpress.com/2007/04/20/what-can-150000-buy…

Cristina,
It depends on your meaning of the word "is"!
Actually, which part of town center? What is your quality of life, what do you like doing in your spare time. Your mode of transport. Your budget. How far is not too far from down town?
Will you be buying, or renting. When are you planning on arriving?
Are you relocating?
I would be happy to answer more, but need a few more answers.

It depends on how much you want to spend and what you mean by "quality of life". There are many good areas and neighborhoods. The near west neighborhoods like Westmoorland and Sunset Village have nice older homes that typically sell for $200,000 to $300,000. If you like larger more prestigious areas ($500,000+), consider Blackhawk in Middleton, Bishops Bay, or Noll Valley. If you are looking for a good investment I would take a hard look at the east corridor as many of the areas are "in transition" right now with redevelopment projects. Many of the suburbs such as Waunakee, Sun Prairie, Oregon, Middleton, etc can offer a little more relaxed community, but still within 10-20 minutes of downtown.
