USF has the best lap pool... but 24 hour fitness has locations all over the city.

Oh, dude! If the lap pool is priority, then I don't think you can beat the Koret Center at USF. April-August, they open it up to 50m length on certain days. Other times, it is 25m but there are dozens of lanes. The rest of the facilities are adequate. You pay per use (if you live in neighborhood, it comes out to $4/day or something), which is a great deal if you only workout indoors a couple days a week. If its location is convenient to you, of course.
The 24-hour fitness has to be the first option that you evaluate due to its multiple locations, including one in Potrero Hill in the Potrero center. The lap pool is pretty small- 3 lanes, and short- but the pool is typically pretty empty so it's not too bad. I've also got friends who use Bay Club, and prefer its swimming facilities.
