If the home is creating a hazard or health issue, town hall might be the place to go! Even if the property is scheduled to close, this might ensure fast action to remedy the problem. This is not legal advice, as a NJ Realtor I am prohibited from offering legal advice.

You may want to take up your issue with the new owner. The sale of that property is pending and the expected settlement date is 12/22/08. You can contact the listing brokerage company (Century 21 Rauh & Johns), but I don't know what good that will do you. Real Estate Brokerage Companies only market the homes, they are not responsible for them. Unless stated otherwise, the agents trying to sell them do not own any equity in them nor do they have any legal rights to them or their condition.
I think your best bet would be to wait until after the settlement date and contact the new owner directly. You can contact City Hall, too...but I think they'll tell you the same thing that I have,
