In Suffern, NY at my rental property tenant has not paid water bill which in in their lease to pay.

Their unpaid water bill has transferred to my tax bill. Do I have the right to turn their water off if it is left unpaid? Utilitility companies can. what measures can I take?

FIRST ANSWER

The first thing you need to do is have a consultation with a real estate attorney. You're asking legal questions, "Do I have the right to turn their water off..." RE Pros cannot answer these questions, unless they're a real estate attorney. Ask your friends and family for referrals and if all else fails, let me know.
