What I'd suggest is that after you've identified some possible areas, do some preliminary research on housing, housing costs, affordability, etc. Then--and here's the key--go to the schools. Ask the principle to allow you to sit in on some classes. Judge for yourself. Do the teachers seem competent? Engaging? How are the classes managed? How do the kids behave? During class changes, observe the kids. Is that somewhere that your kids would fit in? And/or an environment they'd benefit from? Look at kids during lunch? Do are there a variety of kids, if that's an issue? Do they mingle, or keep to themselves, if that's an issue? If I were in your position and had your concerns, that's precisely what I'd do.
