Have you thought about moving to a better area?? Sometimes rather that try and change external situations, it might be easier to change what you really have control of, that is, where you live and what kind of situation you want to be around. Most people generally want to upgrade their housing, and I think the statistics are that people usually move about every 7 years!

Just call Philadelphia Police district that you live in. The less you complane to the landlord the better. You have to understand that the Landlord is who you pay rent and request maintance from the owner is the person who will lose the propertyand all request and complants need to be made in writing and keep a copy of it If you have any help call me 215-725-5700 X49

In almost every lease there is a section addressing drugs and illegal activity. You should find out what the landlord plans to do.
