If its an independent owner of the property who is also renting it out, it can be very tough to find that information. Your rights are spelled out in the lease agreement. Here is a website that has some tenant rights information: http://www.hud.gov/local/ga/renting/tenantrights.cfm

Make sure you clearly understand the lease agreement and the implications or find someone who can negotiate it on your behalf.
