You will be pleased to know that there are programs available to help home buyers in the City of Chester. In addition to the FHA loan programs that many lenders offer, and Downpayment Assistance Programs like the Nehimiah Program, there are county and city grants available. One county program will give you $5,000 in a 0% loan, that you don't have to repay till you sell the house, and if you live there for more than 5 years, the loan is 100% forgiven. Do you need/have to stay in Chester, or are or able to go to another area, like Downingtown or Coatesville. I know they are both out of Delaware County,but how about it?

Section 8 is the program that first comes to mind. It is a popular and effective program, and I believe that there are tracks that are promoted to help you towards eventual home ownership.
