why does trulia allow 'agents' to list fictitious properties? is there no quality control on this site?

As they may be some fictitious ads you can spot them really fast as most looks to good to be true...

Unfortunately there is no control on what agents post. Usually if there is no MLS# to refer to the property can be false or non-existing. I would always cross reference a property with a MLS# as this is a the best way to ensure the listing is REAL and that the agent is marketing a existing property.
