When you see properties listed as "foreclosure" or "pending foreclosure" that are associated with a service called Realty Trac, the "prices" really only reflect a lien on the property, not what it will sell for. As an example, there was a beachfront home in Ocean City listed by Realty Trac via Trulia as " foreclosure pending" with a price under $500,000. That "price" was because that owner was in arrears on his $500,000 mortgage. He did sell the house, but for $2,845,000!
Hope this helps you understand what you saw. I believe the house on Clipper that is referenced in the 'listing' you saw Is listed for $449,900. It is not a short sale because the seller owes much less than what he will get in the sale.
