The HOA fee is determined by the area you buy in. For example, some areas are $35.00 and some like Moondance Drive are $115.00, mainly because that area has a community center, with pool and spa, I believe.
Some areas do not have any HOA fees, but if they do it is because they have nice private parks with play areas.
