what are the laws for ground floor window guards in nyc?

our coop is insisting on window guards that block our fire escape. we live on the ground floor. they are charging us $1000 in legal fees. we do not want window guards and they block our fire escape. what should we do?

I actually don't know the laws specifically pertaining to the ground floor. Why are they charging you legal fees? I could understand if they were forcing you to have the window guards installed, and then you might want to look at what recourse you have, but why legal fees? Do the other ground floor apts. have them? There is a window guard form that must be filled out as part of a standard co-op/condo purchase application, but that pertains to whether the buyer has children and the floor is irrelevant. I suggest you try to clarify with the board what these charges are really for.
