Yes by law this unit must have a heat source.

This is Chicago, not Florida. It is not legal to rent an apartment without a certain heat level. If you're questioning the heat source or cost, you'll need to get specifics from the company or owner who is leasing the unit.

There is a vent visible in one of the listing photos so it would appear that this unit is heated with forced gas heat.

I see an air return in the pictures. I would surmise from that that there is gas forced air.
