if a home is demolished and new home is built on property can builders use previous survey for proposed dwelling and as built surveys

seems fishy the surveyer whited out old house and drew proposed dwelling and as built town code officials say its ok why?

A new survey will not help it will only show a vacant lot.
once the new home is built then a new survey can be done.
Survey only shows location of house on lot.

There should be Architectural plans that are more important.

they say its allowed, i was thinking it was to save money but it makes you wonder are they tring to avoid something some sort of tax maybe?

Being on the zoning board in my town, what we typically see in a demo/new build is the old survey is used showing current condition, then they overlay the proposed dwelling, setbacks, etc (usually with dotted lined or some sort of crosshatching). I have never seen old surveys where existing conditions are whited out and proposed dwelling is drawn.
Why not call the township directly and ask the question of them directly? It may be that as long as the the entire project conforms to town code (no variances required), that this was acceptable to the code officials.
