100% owner-occupied condos are always preferred. In some condo associations , there is a higher percentage of owners RENTING their units, rather than living in them ...and in that situation, FHA may not approve a loan for a new buyer.
Being qualified is a strong place to be as a buyer, as you can certainly be aggressive and confident when going in with a solid offer. Foreclosures can save you money up front, but may require money spent on the other end in re-hab, mechanical upgrades, improvements, etc. A short sale is not so difficult, as the porperties are usually better cared for by the owner/seller.
