Paul, Paula and Michelle have all given you great answers to your questions. I'll echo the advice of others that you are best served by working with a Buyer's Agent that has your interests first.
You may not realize this, but with properties that are listed in the MLS system by a professional agent (as opposed to FISBO's - For Sale By Owners), there are pre-existing agreements in place between those listing agents and the Sellers that normally provide for a Buyer's Agent of YOUR choice to get compensated out of a portion of the proceeds of from the broker fees being paid by the Seller if you decide to buy that property. That can often make the services of a Buyer's agent available to you essentially at no additional cost than if you approach the Seller or listing agent directly. Not all agents are REALTORSÂ®.

A professional agent will make sure that you are also exposed to all properties that are in your price and geographic area of interest and they will also make sure that you are properly pre-qualified for a mortgage so that you you look at all homes that fit your financial profile/capacity and that also will put you in the best position when it comes time to make an offer on a property.
Speaking more to the heart of your question on the physical condition of certain parts of the home, don't overlook that having a proper home inspection is something that most professionals will recommend. I've seen new roofs, windows or water heaters with improper installations so age is no guarantee of future performance should you buy the home.

The roof appears to be approximately 20 years old, it has not been replaced during the present owner's occupancy. The boiler is older but certainly operational. The windows appear to be the original windows, and the water heater is ten years old.
The price has recently been reduced, and the home has all the charm of a cottage, while still being a year round residence.
