While a lock box is usually a good sign that the property may be either listed or in foreclosure there are other reasons as well; could be something as so simple as access for Uncle Joe to take the dogs out on his morning walk for his niece.

Another possibility is that the owner has put a lockbox on the door and given the combination to a friend or relative so they could enter the house in an emergency. My neighbor has one of those on her door so that if she calls 911 in an emergency she can give them the code and they could gain entry to the house if she were unable to get to the door to open it.

Generally, a lock box on the door means it is listed, however, many times owners will put a combination lock box on the door for service people to be able to enter, such as maid service, etc. If you can give me the address, I will be happy to check the MLs to see if in fact this property is for sale.
