can a city cancel permits that have already signed off as "final"?

the city of Glendora, ca has threatened a home owner with non renewal of their building permit because of unresolved issues on conditions of the permit. Final inspection on certain items have been signed off already by the city including the items that the city is having issues with. How can they do this?
