Some people who take the photos are professional real estate sales people but not professional photographers. It depends on the property that is being sold, maybe they want the perspective purchaser to see the crystal chandelier or that there is a light fixture there. Can't give you a good answer. I can say that sometimes I see some really good photos and some really bad ones. Don't let the photo discourage you from viewing the place if this is something that you are interested in. Because some really great photos do not totally tell whole story. The place can be more beautiful than the photos or it could be worst.
Definitely someone who realized they had nothing else to shoot in the property and this was the best picture! Chances are the building/home is so decrepit that's the only positive. This home may be good for complete gut rehab.
Please note one of the pictures, what looks like the kitchen due to a faint showing of the fridge, the ceiling appears to have water damage.
There appears to be an association in place and depending on it's standing roof repairs would normally be the associations responsibility.
