Many other localites get very picky about their U&O inspections and require repairs of several items before the property can be sold.

A Use and Occupancy certification is required from the city to make sure there are no viloations on the property. You wouldn't want to purchase a property that had city viloations on it so the seller has to assure there are none so the listing broker will order the U & O and provide it to the buyer agent for the buyer and will be issued at settlement. Sometimes a seller will state that a buyer is responsible to obtain the U & O and to take care of any city vilolations themselves.
