You can contact the manager for your CDD and find out where your money was spent. The CDD normally has two parts to it, 1) to pay off the municipal bond that paid for your clubhouse, pool, infrastructure 2) maintenance of common areas.
Go to: http://hillstax.org/taxapp/search_by_location.asp
Then input your address. Then click on your portfolio number for your address, then 2009 taxes and then click on NON ADVALOREM taxes. From there it will show the contact info for the manager for your Community Development District. Call the person and ask them about your concerns that you are not being provided what was promised.
