down payment requirements differ from loan program to loan program. they don't depend on which house you buy.
There is an FHA loan program for primary residents with 3.5% down payment. Other programs have higher down payment requirements.
There is one great program (USDA) for primary residents that can be used only in a few locations around Phoenix. The city of Maricopa is one of these areas. The program does not require any down payment and if you get the Seller to pay 3.5% towards your closing costs, you can buy without bringing additional funds to the closing table. There is a funding fee ( I think 3 % but that is rolled into the mortgage). One of my buyers used USDA and is closing on a home purchase today. For my buyer it worked out this way.
As a real estate agent, I always advise buyers to get in touch with a mortgage person to find out which program(s) they qualify for. Your Realtor can set up a search in the MLS for you. That way you have access to the most current and most detailed information. Often times the information on the internet search sites is not current and, like in this case, show homes as available that are already under contract.

This property most likely qualifies for USDA 100% financing. Your eligiiblity depends on credit score, debt-to-income ratios, and income (USDA has income restrictions). If you can go this route, it would be a great options. Other financing would be availalbe with 3.5% + down payments.
