Dylan,
I think I figured out the reason for your question. Trulia is reporting the ASSESSED VALUE of the property. This is the value the assessor used to then come up with the taxes. While the assessement is $73,300, the taxes are $7348 (including the star exemption). This should compare faorably with taxes on homes in Ardsley.

By the way, this is a very charming home that thas been kept in really good condiition.

In the town of Clarkstown , which is where this house is located, they assess the taxes at 1985 property values.
If you would like to check for yourself, you can go to http://www.town.clarkstown.ny.us and go to receiver of taxes page. You can view tax bill. Considering that the house is on the market for $349,000, and about 1/2 acre of land, it seems a typical assessment.
