you certainly should only consider properties that cash flow. I personally would look for a minimum of 10% return on your investment. So if you invest $55,000 (25% down on $200,000 purchase price, plus closing costs and a few repairs), then you would want cash flow of at least $5,500/year. You should be able to find opportunities like this. From a quick look at some properties, 1628-1630 Rustic Dr in Sun Prairie looks like a good duplex option (see web reference).
