In a bonus room that has non-opening windows, can it be considered a bedroom? In other words there is only 1 ingress/egress to the room, the door.

It depends on whether you're a city code official (if so, the answer is no), or a real estate agent (then the answer is maybe). Other factors come into play when determining how to present a room like that to prospective buyers. Questions like: How large is it? Does it have close access (private access preferred) to a full bathroom? How many other bedrooms are in the home? Does it have a good bed wall and walls for furniture? Does it have a closet? Is it below grade or above grade? Is the finish level similar to the other bedrooms in the home, etc...
