If a landlord owes accessment fees or HOA fees, should a tenant lease the property before that fee is paid?

Is it okay for the landlord to use the tenants first month and security deposit to pay his debt to HOA or accessment in one of these units?

Absolutely not.

Security deposits must be held in a separate account and the location of the account and whether it be an interest bearing or non-interest bearing account be disclosed to the renter.

Steer far, far away from such a situation.
