How long can a house go unlived in & be homesteaded? 409 spruce has not been lived in for 18 yrs. How long can you have a tar paper rooff?

I have lived by this house for 25 years. Renee Auge bought this house 18 years ago and has never lived in it. I turned her into Dakota co because she has it homestead. When asked about it she staged the house to look as if she did when everyone knows in town she does not! The house continues to be torn apart & never put back but yet the city tells me she has not had a permit in more than 5 years.
