The Willingboro Neighborhood Stabilization Program operates by household income limits based on the number of family members, 18 years or older who work. After submitting a preliminary application for which qualification is determined, applicants are required to submit a full application if they are deemed to be 'qualified' to purchase during the first round of application review. Each family that applies to the program is asked to select a total of three properties because there could be multiple applicants for one home. A lottery system is in place in case selection between applicants for one home becomes necessary. The income limits are not unreasonable, but because almost all of the Willingboro Neighborhood Stabilization homes remain unoccupied for such long periods of time after the completed renovation, the program is not accomplishing the goals for which it was originally designed.
