How can I find out the property tax percentage by city name or zip code? Is there a website or public record office I can access this info from?

Chenti:

1.25% is a widely used estimate for CA; HOWEVER, you cannot generally determine "property tax percentage by city name or zip code" due to the fact these costs may not necessarily be grouped in this fashion for the location you are considering.

If you need property-specific accuracy please see:

In Los Angeles County is about 1.25% of purchase price and paid annually on fiscal year in 2 installments. The first one due on the Nov. 1st and no later than Dec 10 and the second due on Feb. 1st and no later than April 10.

On a sale of a real estate property, there are two types of transfer taxes County tax and City tax. For LA County is $1.10 per $1000 and LA City is $4.50 per $1000.

On the city of LA's website , you can see that it is mostly with details that it is about +-1% of the purchase price and the addition of school charge and other items that average comes to an addition of 0.25%. Some areas are a little less. If you are looking for info for a new purchase, 1.25% is a good way to calculate it. If you are trying to reduce your own property tax, there are other ways to figure what would be the correct value and how to reduce it.

Property tax is 1.25% of the purchase price. You can have impound account with your home loan to break it into 12 monthly payments, pay in the 2 installments as it is billed, or just make 1 lump sum payment.
