It is so important to seek the representation of a Realtor if you haven't already, and generally that help is free to most buyers. There are some exceptions to that which your Realtor could explain to you. I have helped many clients purchase and sell in that area and would be happy answer any other questions you may have.

You have probably answered your question about the property on N. Boston in Portland Oregon, but just in case not, the answer is yes the home has a basement. The SF shown on the Trulia listing is from the tax records and does not reflect what the RMLS listing shows as 1976 SF. Homes in Portland typically reflect both finished and unfinished square footage, so you need to read the fine print on listings to compare apples to apples. This particular home states there basement is finished, but that is not the case with most listings. Appraisers also appraise above grade and below grade SF at different values.
Looks like the home sold in 2009 for $299,400 and is now back on the market at $339,000. Arbor Lodge is a great location.
No, most homes in Sacramento don't have basements. The ones that do would be downtown and in Land Park. I can set you up to email you listings that do if you tell more what you are looking for?

This house has a full basement and has been recently updated. It's about a block from a nice park and looks like a nice property. The taxes are also fairly decent, $1500+. This neighborhood is one that is 'emerging' to use Realtor-ese. You can check other data for this property on http://www.portlandmaps.com.
