There are many ways to structure a creative offer and sometimes highest price doesn't necessarily mean best offer, sometime the terms of an offer might make it more attractive to a seller. As it has been mentioned here I'd get a buyers agent that not only knows how to be creative writing an offer but explaining it to the listing agent (sometimes the other agent may not quite understand a creative offer and no do it the justice it deserves when presenting it to the seller). This property is vacant. It is not listed as a rental or rent to own and has only been on the market for 18 days. So the seller may or may not be creative. It does have city water and sewer. Depending upon the loan program that you qualify for, the down payment may vary. Sometimes the down payment can be negotiated. You need to be working with a real estate agent. If you have not been pre-approved, you should to talk with a mortgage broker and get pre-approved.

Joyce is right, get a buyers agent.

Creativity is based on recommendations by your agent and willingness (despiration) of the seller.

Downpayment would also be based on your financial capabilities, what the lender will require and or what the seller may be willing to offer.

No one on this forum should be willing (liability) to say that the home is on town water or sewer, again your buyers agent should look into it or you should confirm it yourself with the town water and sewer dept. (it will be a good education for you if this home doesn't workout)
