You need to contact the Park & Planning Department in Silver Spring and ask that question - if it is within the City of Rockville, and I believe it very well may be, you may have to contact them.

If I had to guess, I would say you cannot build two separate houses, but there may be a way to do that to avoid being declined.

There are already two lots for sale. If you want to subdivide one of the lots, this would be a zoning question. I can research this for you but this is a zoning issue, as I am familiar with the area because I grew up in this area.

The property is not in the City of Rockville, so Park & Planning would be the place to go. You could also contact the builder, Classic Homes, and ask them if this is doable. They should already have a permit to build.
