400000 may be a good offer to make and you don't know until you try. Google my name, read the references, and email or call me if you want to submit an offer. I am a buyers agent and won't cost you a penny.

Have you viewed the home? If not than it is unfair to everyone including yourself to assume its not worth the asking price or more.

If its that you have seen it and feel its worth the price and you just can't afford it, one can never go wrong by making the best offer that you can afford. The same is to be said if you like the home and feel it is not worth what they are asking than again you can't go wrong by submitting an offer based on what you feel it is worth to you.
